Liu Xin Attends Groundbreaking Ceremony for Masiteng PV Power Station Phase II in Lesotho

Recently, Mr. Liu Xin, the President of Sinoma Energy Conservation Ltd., led a delegation to Lesotho for a series of business and foreign affairs activities. The team held in-depth discussions with His Excellency Yang Xiaokun, China’s Ambassador to the Kingdom of Lesotho, and attended the groundbreaking ceremony for the key new energy project invested and constructed by the Company in Lesotho. This trip comprehensively consolidated the Company’s foothold in Africa’s new energy market and enhanced its brand image for overseas green development cooperation.

Talks with China’s Ambassador to the Kingdom of Lesotho

On July 9, His Excellency Yang Xiaokun, China’s Ambassador to the Kingdom of Lesotho, met with Mr. Liu Xin, President of Sinoma Energy Conservation Ltd., and his entourage. The two sides engaged in thorough exchanges on the construction of the Masiteng PV Power Station in Lesotho and deepening pragmatic cooperation between China and Lesotho in the new energy sector.

Ambassador Yang spoke highly of Sinoma Energy Conservation Ltd.’s efficient delivery of the Phase I project as the lead entity of the consortium. He commended the Company for overcoming numerous challenges and fulfilling contractual obligations with a strong sense of responsibility, which fully demonstrated the robust comprehensive strength of central state-owned enterprises in overseas engineering construction. He stated that the Embassy would continue to provide overall coordination and service support to facilitate stable operations of Sinoma Energy Conservation Ltd. in Lesotho. He encouraged the Company to leverage existing projects to explore diversified cooperation opportunities in energy storage and integrated energy solutions, help Lesotho achieve energy self-sufficiency, and further consolidate the foundation of friendly China-Lesotho cooperation.

Mr. Liu Xin expressed gratitude to the Chinese Embassy in Lesotho for its consistent thoughtful guidance and strong support. He briefed the Ambassador on the Company’s overseas new energy layout and the advancement roadmap for Masiteng PV Power Station Phase II. He noted that the Masiteng PV Power Station embodies the shared vision of green development between the two nations. Drawing on experience from Phase I construction, the Company team will go all out to complete Phase II works with high standards and superior quality.

Attendance at Groundbreaking Ceremony for Phase II of Masiteng PV Power Station

On July 10, the 50MW expansion of the 80MW Masiteng PV Power Station Phase II, undertaken by the consortium of Sinoma Energy Conservation Ltd. and TBEA Co., Ltd., officially broke ground. His Excellency Moeketsi Matekane, Prime Minister of Lesotho; His Excellency Yang Xiaokun, China’s Ambassador to Lesotho; Mr. Liu Xin, President of Sinoma Energy Conservation Ltd.; and Hon. Mpho Mojoaborane, Minister of Energy and Mines of Lesotho, attended the ceremony and delivered keynote addresses.

As a bilateral government cooperation project between China and Lesotho, this project stands as a benchmark new energy initiative in Southern Africa and a landmark achievement of deepened pragmatic China-Lesotho cooperation in renewable energy.

Prior to the ceremony, Mr. Liu Xin escorted Prime Minister Moeketsi Matekane and his entourage to view promotional exhibition panels. He gave a full introduction to CNBM Group’s development layout, core business segments, core technological advantages and industrial achievements, further showcasing the comprehensive competitiveness and market edge of Sinoma Energy Conservation Ltd.’s three core business lines. All visitors offered high praise for CNBM Group and Sinoma Energy Conservation Ltd.’s green development philosophy, global deployment achievements, as well as the stable operational performance of the project’s Phase I.

In his address, Prime Minister Matekane congratulated all stakeholders on the official launch of Phase II. He fully acknowledged the remarkable socio-economic benefits brought to local communities following the commissioning of Phase I. The completion of Phase II will drastically boost the country’s supply of clean energy, drive industrial upgrading, improve people’s livelihoods, advance Lesotho’s progress toward energy self-reliance, and support the nation’s goal of becoming a regional hub for clean energy supply. He extended sincere gratitude to China for its long-term support of Lesotho’s energy infrastructure development and expressed anticipation of all-round deeper collaboration across the energy sector.

Ambassador Yang remarked that Phase I of Masiteng PV Power Station operates stably with outstanding economic and social returns, delivering tangible benefits to local residents. The groundbreaking of Phase II testifies to the continuous deepening of China-Lesotho new energy cooperation. This year marks a fruitful chapter of pragmatic bilateral collaboration. Upholding the vision of building an even closer China-Africa community with a shared future, China will keep expanding exchanges and coordination with Lesotho to bring more people-centered cooperation projects to fruition.

Mr. Liu Xin expressed great excitement over the groundbreaking of Phase II. As a listed subsidiary of China National Building Material Group (CNBM) specializing in energy conservation and environmental protection, Sinoma Energy Conservation Ltd. will take the launch of Phase II as a new starting point to further cultivate the global new energy market and deepen green energy partnerships across Africa. The Company will export mature integrated clean energy solutions to facilitate the green and low-carbon transition of Africa’s energy sector, striving to evolve into a world-leading comprehensive service provider of green energy and environmental protection.

The groundbreaking ceremony was attended by approximately 500 participants, including the Speaker of Lesotho’s National Assembly, cabinet ministers, local tribal chiefs, government officials, representatives of UN agencies stationed in Lesotho, members of the Chinese Chamber of Commerce in Lesotho, and local residents.
