The treatment of white pollution caused by plastic waste has become a global challenge, and it is also a critical issue that must be addressed in constructing a green, low-carbon circular economy system under China's "dual carbon" goals. Against this backdrop, the Weifang Low-Carbon Circular New Material Project, a joint venture between Sinoma Energy Conservation Co., Ltd. and Green Harvest Energy (Beijing) Technology Co., Ltd., officially commenced operations on August 8, 2025. The successful completion and operation of this project represent a significant initiative by Sinoma Energy Conservation Limited to actively expand into the recycling of organic polymer materials, guided by the China National Building Material Group's strategy of "investing in non-metallic material industries." It reflects Sinoma Energy Conservation Limited's strategic planning and commitment to deepening its focus on clean energy as its core business during the "15th Five-Year Plan" period. The project marks a crucial step in the industrialization of chemical recycling of waste plastics in China, setting an industry benchmark in low-carbon manufacturing and carbon footprint optimization. It also contributes a scalable "Chinese solution" to the global effort in tackling plastic pollution.

The Weifang Low-carbon Circular New Material Project is located in the Weifang Binhai Economic and Technological Development Zone, Shandong Province, covering an area of 89 mu with a total investment of 450 million RMB. It was jointly invested and constructed by Green Harvest Energy and Sinoma Energy Conservation Limited. The project has a total designed production capacity of 60,000 tons/year of plastic oil, to be implemented in two phases. The first phase of the facility commenced construction in November 2024 and entered the trial operation and production stage this month. The project's operation injects new momentum into the development of the regional green industrial cluster.

The project adopts the self-cleaning multi-stage continuous pyrolysis complete process independently developed by the joint venture company, achieving efficient conversion of waste plastics under precise temperature control. Combined with low-temperature dechlorination technology, it effectively addresses the pollution challenges of chlorine-containing plastics. This process, leveraging Sinoma Energy Conservation Limited's existing equipment advantages, forms a core technological system covering the entire process. The project was jointly submitted for the National First (Set) Major Technical Equipment Program and received support from the National Ultra-long-term Government Bond Fund.

According to predictions by Mathur Philippe, Executive Secretary of the United Nations Intergovernmental Negotiating Committee on Plastic Pollution, global plastic consumption will exceed 500 million tons in 2025, with nearly 400 million tons ultimately becoming waste. The United Nations Environment Programme emphasizes that without effective action, global plastic waste will triple by 2060. Faced with the severe international situation of waste plastics and the requirements of the national "dual carbon" goals, Sinoma Energy Conservation Limited and Green Harvest Energy are actively developing downstream application markets, exploring the potential of plastic oil in high-value-added directions such as fine chemicals, and investigating closed-loop collaborative pathways and high-quality development solutions from raw materials to end markets. The company is also advancing cooperation with international material enterprises in areas such as traceability of recycled raw materials and carbon emission reduction data alignment.

The official operation of the Weifang Project is a significant practice in transforming waste plastic circular pyrolysis technology into mass-production-level industrialization and a major breakthrough in the independent innovation of the chemical recycling industry. It serves as a model for mixed-ownership cooperation between central state-owned enterprises. After reaching full production capacity, the project is expected to resourcefully utilize over 100,000 tons of waste plastics annually, effectively enhancing regional renewable resource utilization capabilities, collaboratively reducing carbon emissions by more than 100,000 tons, strongly supporting the advancement of the "dual carbon" goal strategy and the construction of "zero-waste cities," and injecting practical momentum into the green and low-carbon industry development of the group and the realization of the national "dual carbon" goals.

Sinoma Energy Conservation Limited will collaborate with Green Harvest Energy to seize this opportunity, continuously expand domestic and international markets, and promote the formation of a new landscape in the low-carbon circular utilization of polymer materials that is "deeply rooted locally and globally oriented." The aim is to consistently provide "Chinese solutions" and technical models for China's green and low-carbon transition and global plastic pollution governance.
