Post-earthquake repairs and resumption of production at the Jinshan Power Station Project in Myanmar

As the first biomass combustion power plant project under Myanmar Jinshan Group, Myanmar Jinshan Biomass Power Plant constructed by Sinoma Energy Conservation Limited is a landmark project in the field of China-Myanmar energy cooperation.



The project fully adopts Chinese equipment and standards, with an installed capacity of 20.7MW. The power produced by the project fully guarantees the production and operation of Jinshan's two cement lines, and builds a stable power foundation for Jinshan Group's cement production in the face of the extreme scarcity of Myanmar's power resources. The project is promoted in an all-round way in EPC mode, covering the whole chain of work including design, equipment procurement and supply, sea transportation and logistics, construction and installation, system commissioning and performance assessment, which fully demonstrates the whole-process service capability of Chinese enterprises in the field of energy engineering.

 

The power station uses biomass rice husk as fuel, with an hourly processing capacity of 21 tons. As a major rice producer in Myanmar, the completion of the project not only effectively alleviates the local power tension, but also opens up a new path for the treatment of large quantities of rice husk, realizing the recycling of resources and creating considerable economic benefits while greatly enhancing social benefits. It is especially worth mentioning that, as a green and clean energy project, the annual carbon dioxide emission reduction is as high as 96,100 tons, which is a remarkable achievement in helping Myanmar achieve the goal of carbon neutrality and practice the concept of sustainable development.

 

On March 28, 2025, at 12:51:02 local time in Myanmar, a strong earthquake measuring 7.9 on the Richter scale occurred in the Mandalay region. The epicenter of the earthquake was about 150 kilometers away from the Jinshan Project in Myanmar, and a strong tremor was felt at the project site. At a later stage, a number of strong aftershocks of magnitude 5 or above occurred in the project vicinity, and the nearest one was only about 10 kilometers away from the project site.



Immediately after the earthquake, the project site activated the emergency plan and organized emergency evacuation and safety inspection. After preliminary assessment, the earthquake caused a certain degree of damage to the project's major equipment and infrastructure, including some broken transmission lines, damaged generator sets and cracks in the office and dormitory buildings. Faced with this unexpected situation, the project team acted quickly, mobilized professional repair teams and equipment, and fully engaged in the post-earthquake repair work. At the same time, the project team also maintained close contact with the local government and relevant departments, and actively coordinated resources to ensure the smooth progress of the repair work.



Uneven settlement of the foundation occurred due to the earthquake, which led to the settlement and offset of the turbine-generator unit and its shaft system, creating an unprecedented challenge for the project. The project department contacted the technical staff of the steam engine manufacturer at the first time, quickly gathered the technical team, and determined the final repair plan as fast as possible after a collaborative discussion among many parties, and immediately carried out the repair work. In the face of insufficient equipment spare parts and lack of materials in Myanmar, the project department took the initiative to communicate with the owner's senior management, obtained import licenses through the green channel, and delivered the materials to the site in a timely manner by combining sea and air transportation, which effectively ensured that the repair work was pushed forward according to the plan.



Up to now, the post-earthquake restoration work of the project has been basically completed, and all sub-systems are gradually carrying out restarting and debugging work, and are expected to restart power generation in the near future. It took less than two months from the occurrence of the strong earthquake to the completion of the repair work, and the repair work of the building structure, equipment, electrical and various systems was completed. Once restarted, the project will provide critical support to the owner's Jinshan Cement Plant in resuming production as well as to Myanmar's power supply.
